Have you considered having a Pre CE audit when purchasing new machinery?
As the purchaser and end user of the machinery and equipment, you place trust in the manufacturers to get it right.
Unfortunately there are cases where this doesn't happen and equipment is supplied not meeting the legal requirements. This puts undue strain on production schedules and may incur further costs to bring the machine into compliance.
We can act on your behalf, as a third party remaining impartial, to ensure that your needs are met and the machine is compliant. This will give reassurance to the end user that when installed the machine is compliant and that it is close to a ready to run state. The best time to complete the pre-CE audit is at the Factory Acceptance Test (FAT). This will be an inspection of the almost complete machine, allowing access to all guarding and electrical panels.
What is involved in a pre-CE audit?
We will inspect the machine and check it physically, inspect the operating, training and maintenance instructions, review the technical file for the machine along with the risk assessments and ensure that all legal requirements have been met. The machine will be reviewed against the relevant directives such as the Machinery Directive 2006/42/EC, the Low Voltage Directive 2014/35/EU and the EMC Directive 2014/30/EU and the supporting harmonised standards allowing the CE mark to be placed on to the machine. Any non-compliance's will be documented and will be discussed with both the customer and the machine builder and can be corrected before the machine is shipped to the end user.
A pre CE audit does not eliminate the need for a PUWER assessment. A pre CE audit is there to ensure that the machine manufacturers are meeting their legal requirements. A PUWER assessment is an end user requirement, although the pre CE audit will ensure that regulations of PUWER can be met.
What is involved in CE Marking?
Currently, there are 21 EU Directives that call for the CE Marking process to be completed.
So which of these apply to machinery?
In general terms there a 3 to 6 directives that are referenced for the design and build of machinery. These don't contain all the technical information to ensure the machine is safe and compliant. There are countless standards that can be followed to guide machine builders through when designing and building machines. There could also be country specific requirements to meet too.
We support machine builders and original equipment manufacturers (OEMs) in undertaking the CE marking process, completing the risk assessment, the validation and verification processes and building of the technical file.
If you are importing a machine from outside of the EU, it must still be CE marked, regardless of the machines age.
Modifying your existing machines?
We support end users who are undertaking machine modifications to their existing equipment or opting to build their own machines for 'in house use' taking them through the CE marking process. It is worth remembering that 'in house' built equipment still has a legal requirement to be CE marked.
When existing machines are modified there are cases where the 'end user' can assume the responsibility of being the 'machine builder.' This can also be the case where different manufacturers of machinery are brought together to form a 'complex assembly.'
The process is complex and is easy to misunderstand, so having a thorough understanding of the directives, standards and legislation is essential to getting the process right.
Our consultant is CECE (Certified Expert in CE Marking) qualified. This is a new qualification that is accredited by TUV Nord.
A note on Brexit and its impact on
As of the 31st January 2020 the UK left the European Union and we are now in the transition period, which runs until the 31st December 2020. During this time we will continue to align to the CE marking process.
The new conformity mark will be the UKCA (UK Conformity Assessed) mark and it is understood that the process to obtain the UKCA mark will mirror that of the CE marking process. At present, the UKCA mark has to obtain parliamentary approval.
Any machinery being supplied into Europe will need to continue to follow the CE marking requirements and the technical file will need to be held in the EU.
